
Haneda Airport Terminal 1 Underground Commercial Facility: Phased Reopening with
Naoki Fujii, President and Representative Director of Narita International Airport Corporation, met with Yasutoshi Kaneko, Japan’s Minister of Land, Infrastructure, Transport and Tourism, and reported on the status of land acquisition for the functional enhancement of Narita Airport.
Of the 743 hectares of privately owned land required, 630 hectares (an acquisition rate of 84.7%) have been secured. Including 115 hectares of public land and 241 hectares of land already owned by Narita International Airport, the total amounts to 1,099 hectares, bringing the overall acquisition rate to 89.7%. Within this, the acquisition rate for the Runway B area is 99.5%, and for the Runway C area it is 88.7%.
The land necessary for the extension of Runway B has already been secured. Once extended, the runway will be able to accommodate takeoffs by large aircraft, which is expected to improve operational safety and stability, as well as the operating environment for long-haul and cargo flights. In light of these benefits, the airport operator is considering the priority opening of the extended section of Runway B. Taking into account the need for additional construction work, the goal is to begin operations within fiscal year 2029.
Given that the land required for bringing Runway C into service has not yet been fully secured, the airport operator indicated its intention to begin consultations with relevant parties on the possible use of Japan’s land expropriation system to ensure the eventual completion of land acquisition. Minister Kaneko instructed the operator to continue its efforts to gain the understanding of local residents carefully and to persist in pursuing voluntary land acquisition.
