Obtaining Passports at Overseas Diplomatic Missions Without Submitting Family Registers

From 6 AM on March 24 (Japan time), the use of a “Family Register Electronic Certificate Identification Code” will be supported for passport and certificate applications at Japanese overseas diplomatic missions.

This change is due to the start of a system linkage of family register information between the Ministry of Foreign Affairs and the Ministry of Justice.

Until now, the submission of a full or partial copy of the family register was required for applications. By presenting the “Family Register Electronic Certificate Identification Code,” applicants will enable overseas diplomatic missions to verify the electronic family register certificate, making submission of these documents unnecessary. Online submission through the Online Residency Report (ORR Net) can also be done by entering the “Family Register Electronic Certificate Identification Code” on the application screen.

The “Family Register Electronic Certificate Identification Code” is a password composed of 16 digits, used by administrative agencies to verify the content of the electronic family register certificate. It can be obtained through the MyPortal or at municipal offices, free of charge on MyPortal, and at a fee at municipal offices.
