
Asiana Airlines Moves Incheon Operations to Terminal 2
JAL Ground Service has begun operating a new system at Narita International Airport from December 1, under which foreign ground handling staff who hold a driver’s license from their own country can be issued a permit to drive within restricted areas without switching to a Japanese driver’s license.
Previously, foreign nationals holding a driver’s license issued outside Japan, such as an international driving permit under the Geneva Convention, were required to obtain a Japanese driver’s license in order to drive within airport restricted areas. Because obtaining or converting a license took a significant amount of time, the waiting period had become a barrier to utilizing foreign human resources.
Under the new system, driving within restricted areas is permitted if the individual passes thorough knowledge and skills training provided by the ground handling company, an evaluation of driving ability (knowledge and skills) by a driving school, and training and examinations administered by the airport operator. Deregulation was achieved through lobbying of the national government by Narita City and JAL Ground Service.
