Japan’s Ministry of Foreign Affairs has lowered the danger level for Clarendon Parish in Jamaica.
The level for Clarendon Parish has been lowered from Level 2 (Avoid non-essential travel) to Level 1 (Exercise caution). This decision is based on improved public security conditions in 2025, including the arrest of ringleaders of major gangs and the seizure of weapons through intensive law enforcement measures by the police, which led to a decline in the number of homicides.
In Clarendon Parish, a state of emergency was declared in 2023 due to a sharp increase in gang-related violent crime and a surge in murders. Subsequently, intensive security measures were implemented, including the phased introduction of numerical targets for reducing homicides, as well as the arrest of multiple ringleaders of major gang organizations and the seizure of weapons, which contributed to an improvement in public security.
On the other hand, for Saint Andrew Parish (including the capital city of Kingston), Saint Catherine Parish, Saint James Parish, and Westmoreland Parish, Level 2 will remain in place, as serious crimes such as murder, robbery, shootings, and gang conflicts continue to occur frequently. All other areas of Jamaica will remain at Level 1.
According to Japan’s Ministry of Foreign Affairs, the number of homicides in Jamaica in 2025 was 674, a 41.2% decrease from the previous year, but still high compared to other countries. Crime is not limited to Level 2 areas and occurs throughout Jamaica. In February 2025, a Japanese tourist was robbed on the street, and there was also a robbery incident in which an armed group attacked a luxury hotel with security guards on duty and stole money and valuables from foreign tourists. The Ministry of Foreign Affairs is urging travelers to take thorough safety precautions during their stay and to obtain the latest information.
